Terral joined The Strong Firm P.C. in 2024 as Of Counsel with nearly 30 years of experience in employee benefits and employment law, including benefit plan design and compliance and establishing and confirming compliance training plans, vacations plans, multi-employer plans, employment litigation and arbitrations, federal benefits litigation and collections and administrative hearings, as well as review and compliance with the Employee Retirement Income Security Act (ERISA), Patient Protection an Affordable Care Act (PPACA), Health Insurance Portability and Accountability Act (HIPAA) issues, Qualified Domestic Relations Orders (QDRO’s) and Qualified Medical Child Support Orders (QMCSO), Consolidated Omnibus Budget Reconciliations Act (COBRA), and Pension Protection Act (PPA) issues. Terral has presented legal lectures and written articles on ERISA fiduciary obligations, HIPAA requirements, employee benefit loan issues, benefit plan legal and regulatory compliance, and QDRO processing and compliance. Terral has significant experience in Texas administrative hearings, environmental matters, and related corporate legal issues and has offered support in public service entities of various sectors. Terral has been listed as one of the Best Lawyers by ERISA Law and spends his free time volunteering his services to organizations such as the Austin Bar Association Veterans Clinic and with Texas Legal Services Center. Terral served as Assistant Governor for Rotary District 5870, board member for 13 years and Chair for 3 years with the American Constitution Society, Austin Lawyer Chapter; was President of the Central Texas Compensation and Benefits Association in 2015, Co-Chair of the Austin Human Resource Management Association, served for 16 years with the TE/GE Council, Gulf Coast Region and with Southwest Benefits Association for 17 years.
